The 3D hoodie appears to be a screenprint. Notice how layered the shading is, changing depth and dimension often near hard edges while definitely retaining thickness; it’s like second imaging. The drawn image is also sharp from one side but only sharp from every other point at which you look at it; as if you can only see half its total surface. It really does seem that this person drew these on paper, scanned them in, then stretched them out in Blender or other such software.
